What was the purpose of the great Council meeting? What conflicts are evident in Chapter 7 (refer to Miraz’s army and the horn)?

I found a copy of what the New York Times purports to be the 1619 Project, but I am unable to find a reference to Miraz. Are you using an online copy of this text?
