The fact is that, as far as Winston knows, there are not any people that stand up to BB. If they do, they stand alone. There is the idea of an underground "brotherhood" but there is absolutely no proof of this. The party basically vaporizes people they feel are unorthodox. Sometimes they disappear and are tortured. Sometimes they come back to indict others and disappear forever.
