These are real goods, that the inner party has access to. However, outer party members do not have the ability to get these, and they are definitely rare to come by. Winston isn't sure how Julia gets these items but the party does not allow them and this prospect excites Winston. Anything that breaks or corrupts Party dogma brings Winston joy.
