How does George Orwell use stereotypes to show that women are "weak?"

Women are brainwashed at an early age to be loyal to the party. The party finds women mentally weaker thus making them easier to manipulate, especially when it comes to sex and reproduction. Ironically there are not many women characters in the story. Certainly Mrs. Parsons represents the average housewife aging rapidly and presently despondent. Although Julia thinks she is strong and clever, we know (by the end of the book) she is being watched and she is getting away with nothing.
