In Book III, Chapter I, why do they allow people to talk in jail while there are three telescreens watching?

I am confused on why they allow the prisoners talk, please help me out
They allow the prisoners to talk because they are listening to every word and can gather information. When prisoners talk to each other, they discus their crimes (or supposed crimes) and extra information just might follow.
