Orwell states, “The proles are human beings. We are not human.” What does he mean? What does it take to be “human” in your opinion?

Although the Proles live in abject poverty, they are still free to do what they want as long as it does not threaten the party. They can have families, drink, steal, kill each other....As long as the Proles remain ignorant, the party does not care about them. Winston feels this freedom is a far better life than the empty and rotting conformity imposed on outer party members. At least the Proles get to live a life.
