Oceania is broken down into three parts:

The Inner Party- A small group of presumably old men who have absolute power and control over everything.

The Outer Party- The large bureaucracy that run the daily control of everything and everybody including themselves.

The Proles- These are the ignorant masses which the party shows little concern for as long as they stay ignorant and non-threatening. They make up something like 81% of the population.

Within the Party you have different ministries with frightening names like "Ministry of Truth" or "Ministry of Love"
