This is a pretty detailed question for this short forum space. The party wanted to control every facet of life. Women's bodies were of special interest to the party. They wanted to control their sexuality as well as their reproduction. The party worries that the sex drive in men is difficult to eradicate. The act of sex can produce certain connections between two people outside the context of the party. The party often uses young attractive women to lure men like Winston into compromising situations.
