For the book as a whole I think Orwell was writing a cautionary tale about the dangers of totalitarian dictators such as Adolf Hitler Joseph Stalin. Let us not forget that he published this not long after WW2. Really the target audience would have been the world. He wanted everybody to heed the dangers of even the most benign beginnings of socialism. The dangers of conformity left unchecked can lead to some terrible things.

I believe that the target audience is actually the world due to the fact that it was written shortly after WWII which was a period of socialist movements of totalitarian leaders such as Adolf Hitler. So for this reason, he was hoping for everyone to be aware of the threats of socialism and the terrible things that could occur if dangers of conformity is left unchecked.
