For the book as a whole I think Orwell was writing a cautionary tale about the dangers of totalitarian dictators such as Adolf Hitler Joseph Stalin. Let us not forget that he published this not long after WW2. Really the target audience would have been the world. He wanted everybody to heed the dangers of even the most benign beginnings of socialism. The dangers of conformity left unchecked can lead to some terrible things.
