Chapter IX consists almost entirely of excerpts from "the book," Goldstein's The Theory and Practice of Oligarchical Collectivism. Winston is deeply fascinated by Goldstein's words and believes that the book will unlock the key to the mysteries behind the Party and its rule over Oceania. This section of the book reads largely like a history textbook, and provides a glimpse into Orwell's view of how Socialist revolutions have been abandoned by its champions to develop totalitarian regimes. This is Orwell illustrating his own phelosophy about Socialm and politics. I think that is why it is so long.
