Why does Orwell present the book in this way instead of paraphrasing it or treating it as another appendix?

Considering the structure of the text when WInston finally gets to read the book by Emmanuel Goldstein, he reads part of Chapter 1 and then reads Chapter III.

Glodstein's book is a separate entity to the narrative and is treated as such. It is insidious heresy, although they wrote it, to the party and a socialist utopia to Winston.
