why martin luther repeated the phrase " one hundred years later" in his famous speech more than once?

Repetition in any speech is used for emphasis so that the audience gets the point of the speech.  Since the Emancipation Proclamation was issued 100 years before the speech, King wants to emphasize that the changes that should have come from the Emancipation Proclamation have not happened even over that amount of time.
