Why would govt show movies of war horror, such as the bombing of the refugee ship?

This is propaganda combined with "entertainment". The Party expects outer party members to accept horrible images of children being blown up as a patriotic form of entertainment. These gruesome films ingrain party doctrine and enable thought police to monitor people's reactions to this propaganda.
