How does Dickens use Marley to tell us about the inequalities of Victorian England?

Marley is a tortured soul in a sort of purgatory. He represents the missed opportunity of helping his fellow man, the poor, in Victorian England. Other than a cautionary tale, I don't think we can read much more into his character.
