What happens to people who receive a few drops from the second spirits torch?

The drops seems to calm people down and help Scrooge and the ghost witness the scene. 

The torch is a symbol for the light which comes into the world.
Referring to Christian background this means that the birth of Jesus
brings the "light" into this chaotic world. This light will show the good
and bad things happening all the way, guiding people to see what is
wrong in this life. And then hopefully help them to find the correct way.
