Why did the gentlemen say ," I wish i could say they were not"

This is the situation when scrooge demanded the gentlemen to know that Was there any prison and the workhouses and how they were going on!

Scrooge is demanding to know if workhouses exist where the poor can go to. Of course thease workhouses were horrible places. That is why the gentleman asking for charity says that he wishes workhoses did not exist.
