how does RUF warn Mattru Jong of its approach?

The RUF send messengers with letters and warnings of their approach. One boy has had the letters RUF carved into him with a hot bayonet, and he has had all fingers, except his thumbs, chopped off. The survivors themselves serve as greater warnings than the messages they carry, and the people go into hiding.
