The protections of common article 3 are limited to conduct during armed conflict. Is this problematic? How do you define armed conflict? Is terrorism and considered armed conflict?

This is problematic when children are actually fighting in the armed conflict. How can you attribute rules directed for men to children? Certainly what the boys are doing fits the definition of "armed conflict" but they are, in the end, just children. I'm not sure about terrorism. I don't believe acts of ”terrorism” qualify as standard armed conflict. It exists outside of those parameters.
