In Chapter Twenty-One, armed men arrive in the market in order to stop the rebellion, as the Armed Forces Revolutionary Council and the RUF had joined forces to overthrow the newly elected (democratically) president. Ishmael is afraid that everything he has already suffered is about to begin again.
