Explain this quote: “I grant this food will be somewhat dear, and therefore very proper landlords, who, as they have already devoured most of the parents, seem to have the best title to the children.

In context, this refers to the way the landlords have destroyed (devoured) the parents lives, sending them into poverty, and thus, they should be allowed to simply devour the children as well.
