In reality he does not specifically employ emotion - his argument is not emotional, but it is rather "logical." However, when he suggests, for example, that men would be nicer to their pregnant wives, he is asking the reader to "cheer" for better treatment of women, especially those Catholic women of Ireland who would be the breeders that he refers to.
