Why does Jimmy write the letter?

Jimmy writes the letter to an old friend named Billy, who he arranges to meet the friend at Sullivan’s place in Little Rock the next week, on the evening of the 10th. Jimmy wants to give Billy his tools, explaining that he is done with the old business of safecracking.
