What is orate society and literate society ?

I believe "orate" has to do with speaking. So, I would think, an "orate society would be one that uses speaking as the major mode of communication. Being illiterate means one can't , for different reasons, read. It is possible to function as an illiterate in an orate society but extremely difficult.
