Explain how the issue of women driving is related to the Saudi conservatives' feelings toward the west.

I have not read A Scattered Protest. I do, however, know that conservative Saudis see women driving as fostering liberal and secular ideas. Women who drive tend not to cover their face, which is frowned upon by conservative Muslims.
