Who built Babylon?

I would have to say that in context, the American people built Babylon. "Alas Babylon" were the code words that Randy and Mark agreed upon if there were significant signs of a forthcoming nuclear attack. Babylon was a Biblical city destroyed by God for its sins against him, a destruction similar to the nuclear attacks against the United States in the novel.
