why does Jonas choose not to tell the Giver that he transmitted a memory to baby Gabriel?

Jonas chooses not to tell the Giver because Jonas is not the Giver, and baby Gabriel is not a receiver. In my opinion, Jonas is afraid of being chastized for improper behavior.
