Priestley presents the inspector as unusual in a number of ways. First, he goes into great detail about his "disconcerting habit of looking hard at the person he addresses before he speaks." There is a mystery to the inspector that is never really solved. His name (Goole/Ghoul) is also a contributing factor to this general theme.
