What are Sheila's and the inspectors attitudes to the situation in which Eva found herself after Arthur billing sacked her?

Sheila is quite upset over the Inspector's story, particularly after she realizes that she knew the girl and possibly played a part in her problems. Through her tears, Sheila wishes she had done something to help the girl, as she comes to understand that her own complaints were the reason Eva lost her job. The Inspector is matter of fact.... his thoughts are Eva.... Sheila's tears do not move him.
