Yes, Vera knew he wasn't strong enough to swim to the rock. I don't believe she planned it, but she knew it was a distinct possibility and did nothing to stop it.
Cyril wasn't really strong. A puny child - no stamina. The kind of child, perhaps, who wouldn't live to grow up...Source(s)
