The meaning of a sentence in The Kiss by Angela Carter

In the short story The Kiss by English writer Angela Carter, the autor introuced an old woman who sells lilies in the middle of her short story.

The old woman comes from the mountains, sells lilies and will go back to the place where they are growing.

Then, the new paragraph starts with this sentence: She scarcely seems to inhabit time.

What I like to know the meaning of this sentence. Is it that 'it seems the old woman is not living in present time'?

From the text, we can infer that the old woman moves from one place to the next virtually unnoticed, she is a part of the landscape... she appears and disappears without fanfare.
