What was supposed to be an animal utopia of equals turned out to be no different than when humans dominated them.
The animals namely Napoleon and Squealer find ways to spin and pervert Old Major's original message. They alter the semantics of the rules to suit their personal benefits.

Okay, more specifically, one of the theme of AF is the inevitable domination for power that is human nature (as personified by animals). "All animals are equal but...." adds a completely different meaning to Old Major's intent of equality and a socialist utopia. It allows for a power grab which is in the end no different than being under the tyranny of Farmer Jones.
