How was the windmill destroyed the second time? Who is responsible for the destruction?

Mr. Frederick and his men placed dynamite at the base of the windmill and blew it up. Frederick pays Napoleon for the timber with counterfeit bills. Napoleon puts a death threat out on Mr. Fredrick and Mr. Fredrick retaliates by blowing up the windmill.
