In the novel, the windmill is supposed to be a symbol of an easier life for the animals. Its construction would shorten the work week and increase farm production for everyone. In real life, the windmill represents Stalin's 'Five-Year plan,'something that was touted as a plan that would inprove Soviet industry, increase production, and shorten the work week for the Soviet people.
