What does squealer mean when he explains that the reason Napoleon opposed the windmill at first was “Tactics, comrades, tactics!”?

Squealer means that Napoleon had planned out everything that is happening beforehand. "Tactics,"really just means that Napoleon stole Snowball's idea of the windmill and then underhandedly manoeuvred to exile Snowball and take all the credit for himself.
