what does the ending have to say about Orwells attitude tward power and those in charge of the government?

Power is all consuming in any government.

Any form of government can have worthy goals but people (represented by animals) will always be flawed. Orwell meant to highlight the perils of socialism in this case but the human hunger for power is inherent in all forms of government.
