what kind of world would orwell describe as perfect?

Orwell labels his favored political system as "Democratic Socialism." The platform is basically egalitarian, meaning equal distribution of wealth and rights for all people. Orwell thought that a technologically advanced society could provide the means towards this kind of utopia. However all these remarks come from his dark novel of dystopia, 1984, so it is clear that he was not overly optimistic about the actual possibility of a Democratic Socialist state.
