What role does the concept of government play, or does not play, in Animal Farm?

I feel like I know the answer but can't quite express it into words.

The animals perceive themselves as being ruled by a tyrant (Farmer Jones). Yet, when they fight to free themselves from his tyranny, they merely trade Mr. Jones for Napoleon and the other pigs. Communism is the focal point of this story.
