WHY DID NAPOLEON CHANGE HIS MIND AND DECIDE TO HAVE THE ANIMALS BUILD THE WINDMILL?

Naoleon always knew the windmill was a good idea. The problem was, it was Snowball's idea. Once Snowball is out of the way, Napoleon takes claim to it. The windmill will increase production and save work time to do, as far as Napoleon feels, other work.
