Why did the farm seem more prosperous now

In Chapter 9, the winter is bitter again. Rations, save the pigs’ and dogs’, are reduced--“readjusted,” as Squealer says. To appease the animals, Squealer reads the animals more statistics to make them believe that their lives more prosperous than in the days of Mr. Jones’s rule. In Chapter 10, the animals discover that the pigs are buying a telephone and have subscribed to several magazines. Napoleon takes to smoking Mr. Jones’s pipe. Mr. Pilkington is impressed with the farm's efficiancy.
