Why do we need debates, and what is the purpose of debates?

Debates allow issues to be dissected and argued. In order for all factions to be heard in a democratic society, all voices must have the opportunity to speak. Debate is a healthy form of speaking one's mind, all while listening critically to opposing views. Major decisions should be made only after all considerations have been spoken. The inability to speak and be heard would leave us in a totalitarian government like the one we see develop in Animal Farm.
