Rand is speaking to the fact that Stalin in Russia, and the Socialist Party (Nazis) in Germany, were allowed to murder and incarcerate millions of people while many of the citizens of those countries stood back and watched. She is referring to the fact that by standing back and doing nothing one becomes an active participant in horrific events..... that turning a blind eye does not erase guilt.
