He is her brother, and she loves him as much as she loved her brother Eteocles. If her brother is not buried - even if the burial is only somewhat symbolic (a sprinkling of dirt) - then his shade can walk down the path to enter Hades as the Greeks believed he should. She did not care about Creon's proclamation; she loved her brother and wanted to do what the gods expected.
