Who is running the government in the story “Harrison Bergeron” by Kurt Vonnegut Jr.?

Due to the 211th, 212th and 213th Amendments to the Constitution of America everybody has been deemed equal. The government is a dystopian autocratic system in a similar vain to Orwell's "1984" or Huxley's "Brave New World".
