What does the woman who shaves Riva's head tell her? Do you agree with her reason?

I'm pretty sure she tells Riva the head shaving is to keep the lice out. I suppose she has a point. These camps were dirty and all kinds of horrid things were passed on in such close quarters. I also think the whole head shaving thing was to humiliate, especially women, and break their spirits.
