In the story “Harrison Bergeron” by Kurt Vonnegut Jr. who is running the government ?

There really isn't much more to write. Ii's a pretty short story. The party monitors people 24/7. They have the ability to monitor thought process. The only leader we see is this Diana Moon Glampers but she seems to be the head of a branch of the government. This doesn't seem to be a democracy rather that an autocratic state bent on some kind of extreme socialist-like agenda. If there is anything particular you need, just let me know.
