He uses the above quote to note that in Negroes he finds few redeeming qualities and he finds them unable to really experience the "highs" of many positive qualities such as hope, joy, tradition, and memories. He does not understand how they can be like that, and yet he knows that the history of the people contributes to such emotional lack.
