What happened to Grandpa’s pension? Why did this add to Richard’s lack of faith in the government as a solution to the problems of black people?

Grandpa was deprived of his pension because of a clerical error in his benefits application. In essence, the government's inability to take care of its veterans.... the men who've put themselves on the line, leaves Richard wondering why they would ever take care of the poor.
