In the book, "black like me" why do white people have an advantage because they pay more in taxes

Paying more taxes means they earn more money and have the wealth to be tracked by the government. Many people in the black population dis not have wealth and frequently worked jobs that were part of the underground economy earning money that was not declared to the government by employer or worker.
