Is Ultima a static character and why?

Ultima is a static character, and throughout the novel she provides a place of safety where Tony can retreat during difficult times. People perceive Ultima as a witch, although she isn't, but she does display questionable actions and is seen to be very mysterious. None-the-less, Ultima's character remains the same througout, while all of the lives she touches change.
